Your Excellency,
With reference to Colonial Office letter No. 19252-99 dated 16th August, 1899, I have the honour to state that telegraphic orders have arrived from War Office to commence the works at Devil's Peak, and to request that permission may now be given to commence them.
2. The works include two batteries, roads leading to each, with a landing pier, also works for water supply, and accommodation for the gun crews.
3. The sites are roughly indicated on the enclosed tracing, but I should feel obliged if the inhabitants of the village around Chung Lui could be warned of our intentions, before the tracing of the works is made, and that a police officer should accompany the officer in charge in the first instance, so as to avoid any misunderstanding with the villagers.
It is intended to commence the road forthwith, and I ask the above, because it must unavoidably cut off small corners of small pieces of cultivation.
